Started the Lt. fuel tank, and this is were I deviated from the plans and went with Dan's method.
 Start with the drilling of the (6ea.) Z brackets ( don't do anything with the inbrd most bracket yet) by drawing a centerline down the middle of both flanges. Find the center of one flange on each bracket and drill a #10 hole. Using a nut plate jig drill the nut plate attach holes to #40. Countersink the attach holes and install a nutplate on the center of each Z bracket. Attach each bracket to the spar and drill the remaining nut plate holes  using the spar as a guide. Mark your Z brackets, and remove them from the spar. Install the other two nut plates on each bracket and temp install the bracket to the spar. Warning: Do not drill any holes on the top of the Z brackets yet. See picture.

Z brackets

 Temp install the leading edge, W-423 joint plate and fuel tank as well as the inbrd most Z bracket. Final drill the joint plate.

 Drill a # 10 hole on the bottom of the  inner most Z bracket and temp install it. Final drill # 30 (this Z bracket only). If you don't have a angle drill try my die grinder with tape around a long drill bit and finger tight method. It works perfectly. Remove the leading edge and final drill the outbrd most Z bracket.

 Remove the tank and final drill the baffle to the remaining 5 Z brackets. Remove the baffle and install the inbrd nut plates.

 Final drill tank ribs, baffle # 40, and tank attach holes to # 19. Machine countersunk tank skin to baffle. Do not countersink the baffle.
